The Dangerous Dog Act of 1991 states that is illegal to let a dog act dangerously out of control within a public place or in a non-public place where the dog is not allowed to be (eg the neighbour’s property without having permission) this law applies to all dogs. Your dog is believed to be dangerously out of control if he hurts someone or makes a person concerned it would possibly injure or hurt them. A court might also determine that your dog is dangerously out of control if it hurts another pet or the owner of the pet thinks they could be injured if they attempt to stop your dog from attacking their animal.
Dog Control Orders (DCOs)
• keep a dog on the harness
• put your dog on his leash if told to by the police officer, police community support officer or someone from your council
• stop the dog going in certain places – like farm land or sections of a park
• limit how many dogs you’ve got along with you (this applies to professional dog walkers as well)
• clean up after a dog
DCOs don’t cover non-public land if you have permission from the land owner or person who controls the land.
For those who dismiss a DCO, you may be fined £50 then and there (a ‘Fixed Penalty Notice’) or £1,000 if it should go to court. You cannot be fined if you’re a registered blind dog owner.
